This book evaluates Tuscany’s Case della Salute before the Territorial Healthcare Reform set by the National Recovery Plan. Tuscany represents a pioneering laboratory for solutions similar to those in Decree 77/2022, implemented before the national initiative. Analysis of 2017-2022 data reveals strengths in chronic care management and home healthcare, alongside weaknesses in facility distribution and hospital integration. The Tuscan experience suggests that reform success will depend on organizational strategies balancing standardization with flexibility—adapting to subregional variations while ensuring service uniformity. This delicate equilibrium enables healthcare systems to respond to local needs without compromising essential service standards across different territories.
