The paper explores the multifaceted reasons why, despite excellent premises in the early Fifties, the European integration embraced a direction away from the functionalist approach tending to increase competences to the supranational level of economic and political governence. It illustrates the failed attempts, after 1952, due to the evolving interests of the USA, to establish a European Monetary Fund, an investment fund to support industrial transformation, a common fund against unemployment, and an enlarged budget endowed with genuine own resources. All initiatives, togewther with the failed (much more famous) European defence Community, that would have strenthened a common European identity.
