This chapter is dedicated to the origins of the particular Regulation for the community of Borgo San Lorenzo, an emblematic case for observing the internal tensions within the Reform. The correspondence between Gianni and Tavanti reveals divergences on fiscal and cadastral criteria, which were central to the new administrative structure. The Borgo San Lorenzo Regulation thus became both a prototype and a testing ground for the fragile balance between property, taxation, and local government.
