The chapter focuses on the communities of the Distretto, where the tax burden fell solely on property owners. It was precisely in these areas that the Reform revealed the most evident conflict between the physiocratic principle and local oligarchic traditions. The study of the draft regulations for Firenzuola, Marradi, and Palazzuolo highlights the compromise strategies adopted to preserve ancient privileges and municipal identities. The electoral bags (borse) for access to magistracies became instruments of negotiation between innovation and conservation, demonstrating the caution of the Florentine ruling class in reforming a social fabric still dominated by localist logics.
