This chapter reconstructs the fundamental principles and aims of Peter Leopold’s Municipal Reform, which sought to replace the old communities based on lineage with new ones based on land ownership. By comparing communities from the Contado and the Distretto, it becomes clear how the physiocratic model, which levied taxes solely on property owners, was difficult to adapt to local realities. This led to deviations and compromises that challenged the desired normative unity.
