The evolution of union action in the case of the CGIL follows and intertwines with the changing reading of the evolution of work. This applies both to the first post-war years when the union addresses a world of low-skilled and impoverished labor and to more recent years when it speaks to the weakest and least protected workers. In this period the social subject of the union representation changes, shifting from the working class to the idea of the ‘union of rights’. And the CGIL is trying to put the needs of the 'working person' at the center of its action.
